Article 1 - Bountries

A - Freedom of speech is and will be allowed so long as it is not offenive to the emperor or anyone who currently holds office.

B - Words or phrases considered offensive or harmful to the people or emperor may be removed by a moderator, and or the senate.

C - This law is made to edit the consitution to meet its needs, and requirements.

Article 2 - Exceptions

A - This law may not apply to those in the cabinet, but will apply to those in the senate nor will it apply to the emperor.

B - Anyone given Exemption from this law it may not apply to, as for who is able to give exemptions that would be the emperor.

Article 3 - Punishments

A - Failure to abide by this law may lead to removal of office, prison time banishment among others.

Sam, why the hell are you even talking about grammar. Let's say it, it's a fucking awful proposal! On a more serious note, it's just not a good idea. We don't want to be supressed.
